“Most Wanted” case highlights link between human, animal cruelty, multiple rewards offered

The U.S. Marshals Service and The Humane Society of the United States are alerting the animal welfare community of a fugitive on the USMS’ 15 Most Wanted List and are offering rewards for her capture. The fugitive, Janet Barreto, is allegedly linked to multiple puppy mill operations and the homicide death of a toddler.

Barreto may be selling small breed puppies or “rehoming” dogs for a fee through online classified ads using several different aliases. She may also be selling these dogs in flea markets and parking lots anywhere in North America, including Texas, California and Mexico, advertising in both English and Spanish. She has been linked to at least two puppy mills in recent years and she and her husband Ramon, who is also wanted, are well known for selling small dogs such as Yorkies, Maltese and poodle mixes. Following the death of a little girl in her care by blunt force trauma, the Barretos have been on the run for about five years.

According to the USMS, officials found seven other small children extremely malnourished and living in squalor in the couple’s Mississippi home in 2008. The Barretos were also running a puppy mill behind the home with more than 180 dogs and 50 cats, many of them sick or injured and living in inhumane conditions.

Melanie Kahn, senior director of the puppy mills campaign for The HSUS, said: “Too often, the boundaries are wafer thin between cruelty to animals and cruelty to the most vulnerable members of our society, young children. We hope that the dedicated animal welfare community will be the missing link in finding these fugitives.”

William D. Snelson, assistant director for Investigative Operations of the USMS said: “Our collaboration with The HSUS provides a unique opportunity for the USMS to broaden public awareness of this 15 Most Wanted investigation. We hope this partnership will ultimately result in additional leads that help bring Barreto to justice, while highlighting the horrors of puppy mill operations.”

There are several rewards that are available if a successful tip leads to the Barretos’ capture. The USMS is offering a reward of up to $25,000 for information leading directly to Ramon and Janet Barreto’s arrest, and The HSUS offers a puppy mill tip line reward of up to $5,000 for successful prosecutions related to puppy mill cruelty.

Tipsters who may have information about the Barretos’ pet sales are urged to call 1-877-MILL-TIP. Those with general information on the location of Janet and/or Ramon Barreto, please call the U.S. Marshals Service at 1-800-336-0102 or email usms.wanted@usdoj.gov.

Background Information

  • In 2012, the Barretos resurfaced in Southern California, but were evicted from their rental property due to complaints about the noise and smell of animals.
  • When the Barretos fled California in June 2012, witnesses report that they had at least 10 dirty, neglected and malnourished dogs crammed in a cage in the back of their van.
  • Investigators were able to track the sale of several dogs through ads the Barretos placed before they fled California, but do not know what became of the dogs they still had in their possession.
  • The seven surviving children and the animals found by the USMS at the Mississippi home were placed with new families for care and treatment.

Secretary of State suspends securities broker license for failure to pay child support

Today in Indianapolis, Indiana Secretary of State Connie Lawson is suspending the license of Indiana securities broker Ronald Stuppy for delinquent child support payments in Porter County. Effective immediately, Stuppy is no longer licensed in Indiana to sell securities. He is the third securities professionals to have his license suspended for delinquent child support since the law enacting this suspension procedure went into effect in July of 2012.
“He can’t skirt his child support payments and continue using his professional license to make money in Indiana,” said Secretary Lawson. “Hopefully the loss of his livelihood will motivate him to start making payments.
“This also provides investors with some additional security. Investors don’t want a financial professional who can’t meet their own obligations telling them how to invest their hard earned money.”
Ronald Stuppy owes almost $20,000 in child support payments in Porter County. The suspension occurred after Secretary Lawson confirmed Stuppy owed a significant amount in child support payments. Stuppy is currently residing in Riverside, California.
The Secretary of State’s office works with the Department of Child Services to identify financial professionals who are registered with the Securities Division of the Secretary of State’s office and who are behind in child support and not making payments. Individuals who do not make arrangements for payment with county prosecutors will receive a warning that payment is required and that a suspension is possible. If the individual does not respond, then the Securities Division may suspend their license.

Four Marines Killed at Camp Pendleton

Four Explosive Ordnance Disposal Marines were killed in an explosion at approximately 11 a.m. Wednesday during range maintenance operations to dispose of unexploded ordnance (UXO) in the Zulu impact area aboard Marine Corps Base Camp Pendleton.

One Navy Hospital Corpsman and two Marines nearby were released after receiving medical treatment at the scene.

The names of the deceased Marines are:

Staff Sgt. Mathew R. Marsh, 28, of Long Beach, Calif., was an Explosive Ordnance Disposal Technician assigned to Headquarters and Headquarters Squadron, Marine Corps Air Station Camp Pendleton. He joined the Marine Corps in July 2003, and was promoted to his current rank in May 2009. Marsh’s awards include the Navy and Marine Corps Achievement Medal, Combat Action Ribbon, three Marine Corps Good Conduct Medals, National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal and NATO Medal-ISAF Afghanistan. He deployed twice to Iraq in 2005 and 2008 and twice to Afghanistan in 2010 and 2012 as a team leader.

Gunnery Sgt. Gregory J. Mullins, 31, of Bayou L’Ourse, La., was the Explosive Ordnance Disposal Staff Noncommissioned Officer-in-Charge assigned to Headquarters and Headquarters Squadron, Marine Corps Air Station Camp Pendleton. He joined the Marine Corps in March 2002, and was promoted to his current rank in February 2013. Mullins’ awards include two Navy and Marine Corps Commendation Medals, Combat Action Ribbon, three Marine Corps Good Conduct Medals, National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal and NATO Medal-ISAF Afghanistan. He deployed twice to Afghanistan in 2011 and 2012 as a team leader.

Sgt. Miguel Ortiz, 27, of Vista, Calif., was an Explosive Ordnance Disposal Technician assigned to Headquarters and Headquarters Squadron, Marine Corps Air Station Camp Pendleton. He joined the Marine Corps in March 2006, and was promoted to his current rank in November 2009. Ortiz’s awards include the Navy and Marine Corps Achievement Medal, Combat Action Ribbon, two Marine Corps Good Conduct Medals, National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal and NATO Medal-ISAF Afghanistan. He deployed to Iraq in 2007, to the Western Pacific in 2008 and to Afghanistan in 2012.

Staff Sgt. Eric W. Summers, 32, of Poplar Bluff, Mo., was an Explosive Ordnance Disposal Technician assigned to the Explosive Ordnance Disposal Platoon, Airfield Operations Company, Marine Wing Support Squadron 372, Marine Aircraft Group 39, 3rd Marine Aircraft Wing, stationed aboard Marine Corps Base Camp Pendleton. He joined the Marine Corps in July 2000, and was promoted to his current rank in October 2010. Summers’ awards include three Navy and Marine Corps Commendation Medals, Navy and Marine Corps Achievement Medal, Combat Action Ribbon, three Marine Corps Good Conduct Medals, National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal and NATO Medal-ISAF Afghanistan. He deployed to Kuwait in 2003, Iraq in 2004 and three times to Afghanistan in 2009, 2011 and 2012 as a team leader.

The Zulu impact area is used for firing explosive munitions such as grenades, mortars, artillery and rockets and for dropping munitions from aircraft. While live-fire training was ongoing at the adjacent Whiskey impact area, there was no live-fire training being conducted Wednesday in the Zulu area.

“Today, our thoughts and prayers are with the families of the Marines we lost yesterday. Explosive Ordnance Disposal is a small and tight-knit community, not just in the Marine Corps, but in the entire US military. Our focus now is on ensuring these families receive the help and support they need,” said Brig. Gen. John W. Bullard, Commanding General, Marine Corps Installations West – Marine Corps Base Camp Pendleton.

The cause of the accident is currently under investigation. More information will be provided as it becomes available.
